INSTITUTIONAL ETHICAL POLICIES AND THE PROMOTION OF ACADEMIC STAFF IN PUBLIC UNIVERSITIES IN RIVERS STATE

This study examines the influence of institutional ethical policies on the fairness and rate of academic staff promotion in public universities in Rivers State, Nigeria. Using a descriptive research design, data were collected from academic staff across three public universities to assess the role of ethical frameworks in ensuring transparent and timely promotion processes.Institutional Theory proposed by Meyer and Rowan (1977) and further developed by DiMaggio and Powell (1983) backed this study. Three (3) objectives, three (3) research questions and three (3) hypotheses were adopted. The population of the study was the academic staff (4360) from public universities in Rivers State with a sample size of 366 representing 8.4% of the study population. The study employed a structured questionnaire as the primary instrument for data collection, with responses analyzed using linear regression to determine the extent to which ethical policies impact promotion fairness and frequency. Findings indicate that institutional ethical policies significantly enhance both the perceived fairness and rate of academic staff promotion, thereby fostering a more merit-based and efficient career progression system. The study concludes that strengthening ethical governance in higher education institutions is necessaryto improve faculty motivation, job satisfaction, and institutional credibility. Based on these findings, the study recommends establishing clear ethical policy frameworks, streamlining promotion procedures, and conducting periodic reviews of ethical guidelines to align with international best practices. These measures will ensure fairness, transparency, and consistency in academic promotions, ultimately enhancing the quality of education and faculty retention in Nigerian universities.
