HIGHER EDUCATION ADMINISTRATORS AS PROMOTERS OF CONTEXT-SPECIFIC SOLUTIONS: MEETING THE EVOLVING EXPECTATIONS OF STUDENTS IN NIGERIAN UNIVERSITIES AND BEYOND

This paper examines the role of higher education administrators in safeguarding the legitimate expectations of students in Nigerian public universities system, using a legal and administrative framework. Students increasingly position themselves as key stakeholders, investing financially, personally, and academically, the responsibility of university administrators to protect their interests emerges as a central governance priority. While many global higher education systems have institutionalized mechanisms to recognize and address students’ evolving expectations, Nigerian administrators have yet to fully embrace this responsibility, resulting in a governance gap. Drawing on insights from the Nigerian Universities Commission’s Needs Assessment of Public Universities, this research examines whether students’ expectations in Nigerian institutions are protectable and how administrators can effectively respond to them. The findings reveal a dominant “inside-out” administrative mindset, where decisions are made based on assumptions rather than students’ actual needs. The study advocates for a shift towards a “context-specific outside-in” approach, urging administrators to systematically engage with students to identify their real concerns and tailor institutional policies accordingly. By adopting and adapting proven global best practices, Nigerian university administrators can foster more responsive governance that enhances student rights, academic outcomes, and graduate employability, thereby contributing to the overall advancement of higher education.
