IMPLEMENTATION OF NIGERIA EDUCATION MANAGEMENT INFORMATION SYSTEM (NEMIS) POLICY IN SECONDARY SCHOOLS IN ENUGU STATE

Abstract

The study examined the implementation of Nigeria Education Management Information System (NEMIS) policy in secondary schools in Enugu State. Two research questions and two corresponding null hypotheses were tested at .05 level of significance. Descriptive survey research design was adopted for this study. The population for this study was 298 principals. It comprised 106 urban school principals and 192 rural school principals in the 298 public secondary schools in Enugu State under the control of PPSMB. The researcher used all the 298 respondents because it was manageable. The instrument for data collection was a researcher structured questionnaire titled “Implementation of Nigeria Education Management Information System (NEMIS) Policy in Secondary Schools Questionnaire (INEMISPSSQ)”. To ascertain the validity of the instrument, the questionnaire was given to three research experts. Two experts from Department of Educational Management and one expert from the Department of Mathematics and Computer Education, all from Faculty of Education, Enugu State University of Science and Technology (ESUT), Enugu. To ensure the reliability of the instrument, it was trial tested on 18 urban school principals and 22 rural school principals in Anambra State. The computation yielded 0.81 for cluster A and 0.79 for cluster B. The instrument had an overall reliability index of 0.80 which indicated that the instrument was reliable and, therefore, used for data collection in this study. The researcher used mean scores and standard deviations in answering the research questions. The null hypotheses were tested using t-test statistic at 0.05 level of significance. The findings of the study showed that the implementations of NEMIS policy in the areas of data processing, training, infrastructure and funding were carried out to a low extent. In view of the findings, the researcher recommended among others that Enugu State government should invest in modern data management systems and software tailored to educational needs. Regular audits and capacity-building initiatives should be instituted to ensure that schools are equipped to maintain accurate and real-time data.
